Drafts submitted via AfC can be Accepted, Declined, Rejected or Speedy Deleted. Declined means not good enough yet (with comments why). Rejected means not good and no potential. Regardless, there are no penalties, i.e., blocking, to submitting editors unless they persist in the face of a Rejected or Speedy Deleted.
