I think you are reading far too much into the phrase. The Foundation clearly does govern and manage the projects. I have commented at AIV that perhaps the nature of the edits is too complex to be regarded as "obvious vandalism" and suggested it might be best brought up at WP:ANI - since it involves possible socking, ongoing discussions and article protection.
