This parallel doesn't intersect any piece of land, so I don't think it deserves its own article. I have redirected it back to Arctic Ocean, but you are of course free to disagree, at which point we'll probably have a wider discussion. If you'd like to improve articles on parallels, I'd suggest you look at articles which do intersect land, such as 75th parallel north. Thanks for contributing!
