The reason being is you asserted exit polls suggest he has lost, but you didn't provide a source to back up that assertion. Though my own searching, I haven't found any evidence for that conclusion. The parameter is commonly added in cases where nationality cannot be inferred from the birthplace (see http://en.wikipedia.org/wiki/Template:Infobox_person). Regarding residence: most of the times this parameter refers to a geogaphical region, not a specific polity. Specific polities are usually included in the place of birth/death parameters.
