List of public art in Kensington and Chelsea); is there any way the notes can be on a row below spanning all the columns except for the one with the image? The alternative (for avoiding visual clutter) would be to make some parameters not appear unless their fields have been filled, but perhaps that raises just as many problems?

In any case, I'm loathe to add the notes on a second row, I think that would harm accessibility. We can hide columns, but not parmas within rows or columns. BTW, it's best to leave parameters empty, or type "none", than to use long dashes.

I've applied the latter in the Sandbox, and you can see it in 'Example 4' in the testcases page. Note, though that the old column is also still present, for now.
