Participation and outreach department, developed per Wikipedia's recently determined consensus for moving away from the membership (club) model and toward a participation (action center) model for wikiprojects. Membership was never required to help with our project's tasks, but this change underscores it. All project pages (including templates) have been revised for this purpose.
