That monument to Lumumba started being built in 1971 in a form of 210 meters tower, which actually was at that time the tallest in the world. Perhaps it would have been the tallest monument in the world, but if "tower" is used to refer to any sort of tower, it is wrong ( List of tallest structures has a list of other structures that are taller and were built earlier, such as the Empire State Building which is 448.7 meters tall).
