Alright, as this is your fourth (?) DYK, you don't need a QPQ yet, though I'd recommend thinking about doing one soon!
Now for the review: All actually seems clear. Article is new enough, long enough, and the copyvio tool can only detect phrases which are otherwise not really rewordable. I prefer the original alt - feels more "exclusive". Optionally, throw the word "posthumous".

Hi, I came by to promote this, but the hook fact about his Navy Cross being the highest award for valor presented to any
Delawarean during the
Vietnam War does not appear in the article. Once it's there, it needs an
inline cite.

Right, it's in the lead without a cite. I added a "citation needed" tag there, but I think it should be mentioned under Legacy with the cite.
