Prose expanded from 226 to 2211 characters in the days prior to nomination, copyvio unlikely - 10.7%, QPQ done, hook is 182 characters long, sourced, and tells an interesting story, but might give away too much of the goods up front. On the other hand, I'm not sure there's a way to shorten it and retain its interestingness. I support ALT0.

It's not clear what the hook is trying to prove, but that last activity is a negative comment on a living person.

AdventurousSquirrel. I usually prefer short hooks, but nothing really stood out, so it's more a summary of the most interesting aspects of his life. I've drafted an ALT1 without the final item.

EuroMillions prize in France, a jackpot of €170 million?

I find ALT2a to be the most concise and engaging example. All other requirements met.
