WP:WEASEL/
WP:NPOV (even if a source says it). Consider a better strapline.

If it's OK for the article, it's OK for a hook, especially if presented as a quote:
ALT1 ... that a nineteenth-century author wrote, "there is not a more complete system of fortifications extant, in any part of the world, than the cordon of defensive structures at Malta"?
ALT3 ... that the fortifications of Malta(
Fort St Angelo pictured) were built to take advantage of Malta's strategic position and natural harbours?

Length, cites, newness all seem good to go. I like ALT1, or ALT3 if there's any reason not to use the first one.
