Huá (华) can be used as a shorthand for China/Chinese, as in huáqiáo (华侨, overseas Chinese).

The glyphs 华 (huá/華;
"China"), 话 (huà/話; speech), 花 (huā; flower), 画 (huà/畫; drawing), 化 (huà; abbr. for chemistry), etc etc. are not the same. The tones don't even match; it's just like comparing
resume (i.e. to continue) with
résumé (submitted when looking for a job). --
