In the article, it says that he was a local councilman from 1990 to 1998, and in the next sentence, it says he was a Sejm member in 1997 to 2001. While my understanding of Polish politics is lacking, it seems odd to me that he could have held both jobs at once. There's significant information and citation contained on the polish version of wikipedia for this page, considering moving it over in the future, but if someone else has time, they are welcome to do so.
