It would be unwise to merge the two articles because Waziristan is the official name for this region and they are part of Pakistan. While Islamic Emirate of Waziristan is nothing but a pipedream of the Taliban.
Do Afghans (Pashtuns or otherwise) make up the principal peoples of Waziristan? I saw a distribution map that said Waziristan spoke the Pashto language, and that their people were reputed as fierce, brave warriors, so I think they might be.

waziristan and other tribal belt area along the pakistan/afghanistan border is not - repeat not- federally administrated area of pakistan. this is an autonomous region of pushtoons.
Explanation
The british tried in vain to control the region during their colonial rule of india! The british then concluded agreements with tribal chiefs who simply allowed them to build certain roads within their autonomous area for use duuring day time against reguler cash payments and other special benefits.Pakistan continued to honour the agreement made by the colonial rulers and extended further the benefits and other privileages.Pakistan army inroads by use of force would be viewed as a violation of the centuries old agreement. —Preceding

This section was obviously written by someone who hasn't been around indoor plumbing in their lifetime. I check pages listed in Category:Pages with incorrect ref formatting to try to fix reference errors. One of the things I do is look for content for orphaned references in wikilinked articles. I have found content for some of Waziristan's orphans, the problem is that I found more than one version. I can't determine which (if any) is correct for this article, so I am asking for a sentient editor to look it over and copy the correct ref content into this article.
