We have a statement from the creator (see source) that she will return. Making her a recurring villain. Let's keep the other page for one time only villains.

As for Zorpox. Fans love him, or at least love arguing with each other over him. Once you take out the teenage boys having lesbian Kim-Shego fantasies, he's rates soundly on the KP debate stage. This makes him notable enough to have his own page.
On that note, merging Ron and Zorpox would be a bad idea. Ron's page is already oversized as it is. Most people simply won't read through 6-8000 words about a comparatively new cartoon character (most won't even read through that many for a classic one like Mickey Mouse). When faced with a combined Ron-Zorpox page they will simply skim through and miss most of the detail.
