This category tracks Talk: namespace pages which the software has detected have comments placed before the first (if any) section header. It is populated by MediaWiki:Discussiontools-comments-before-first-heading-category (see also Special:TrackingCategories). These kinds of pages don't have the table of contents in the expected location (in most skins), have caused issues (and may continue to cause issues) with how the software on mobile displays this area of a talk page, and archiving bots will not archive these topics where set up.
