Reading the original text of the resolution, it's clear that the language contains plenty of qualifier and loopholes in the paragraphs regarding cargo inspection. This language, probably demanded by Russia and China whose have repeated voiced concerns about forced cargo inspections, could turn out to be a major source of dispute over the interpretation and implementation of the inspection clauses, yet it's hardly mentioned by the first media reports on the resolution.
