If these are to be merged, then I suggest Tullock auction be merged into all-pay, as it forms a subset. There are all-pay auctions (e.g. [War of Attrition (game)]) in which all players must pay, but not necessarily the bid that they submitted, as in the Tullock auction. I'm not really familiar with auction theory, but I gathered from the All-pay auction article that everyone pays their submitted amounts, which would be identical to the Tullock auction. Maybe the article is not clear enough in this respect, i.e. that in the all-pay auction everyone pays, but not necessarily the full submitted amount (which would, indeed, make Tullock auction a subset).
