It seems that the Trans-Manhattan Expy exists a lot further south than the article would indicate, or at least it used to be further south and then was moved without changing the signs. This morning I saw two signs reading "Trans-Manhattan Expressway" at Riverside Dr and 168th St. You can see one of them on Google Streets here and the other here. A NYC report says "DCP’s Primary Land Use Tax Lot Output (PLUTO) database indicates that the Port Authority of NY/NJ and The George Units LLC hold full or partial ownership of parcels in this corridor" and clearly indicates that the parcels without towers are the ones in question. Partial or full ownership between the two parties mentioned would likely refer to the ratio of land ownership and air rights ownership. There appears to be not reference for the claim that the road is owned or maintained by the NTCDOT. Is there one?

In 1960, the Port Authority of New York and New Jersey transferred to the city the air rights of a three-acre area near the bridge. The city auctioned off those rights to the Kratter Corporation for a little over $1 million, as part of a novel method to build more middle-income housing. per Chen, David (June 18, 2004). The project for the Trans-Manhattan Expressway Connector Ramp is NYC-sponsored, but as the name says, it's a connector ramp and not the TME itself and can be seen in photo here looking from the Bronx over the Harlem River to the east end of the TME. Djflem ( talk) 01:34, 22 February 2015 (UTC)
The first quote is more satisfactorily states that the parcels are owned in part by PANYNJ & George Units (which is likely the holding company for the Bridge Apartments0, and not the NYCDOT or state agency. Below are further quotes which indicate that the PANYNJ is the agency responsible for the TME.
