Some scholars view "totalitarianism" chiefly as a typology (see Totalitarianism). I think this is just a way of changing the subject and challenging any use of the term to link Fascist and Socialist regimes. But what I think doesn't matter. Ed Poor, this is a clear cut case of a POV fork. A "fork" is a creation of an article treating the same subject as an existing article. "Totalitarianism" always presupposes a "regime," so the subject treated in an article on "totalitarianism" would not be in any way different from the subject treated in an article named "totalitarian regime."
