What needs to be done to remove the maintenance tags? Based on the information I could find, these tags were meant to be temporary and whomever adds the tags should include a way to rectify the situation.
Concerning paid contributions. The user who was accused of making paid contributions by changing the url to the subjects legal name has been banned without possibility of reinstatement and therefore is not making any contributions. In my opinion that takes care of the "paid contribution" tag.
Concerning the notability issue, I have reviewed the subject through a simple Google search and came up with a list of over 40 quality references confirming the facts stated within this page. Based on wikipedia's guidelines, there is no issue of notability.
I am suggesting that these maintenance tags be removed or that proper direction on what additional steps need to be taken to get them removed be provided.

After doing some serious digging, I found an explanation for the questions of authorship regarding the books mentioned within the page. The subject legally changed his name from Ronald Reagan to Terry Reagan Allvord in 2014. Depending on the source distributing the books, the names are different. Some sources have the books under Terry Allvord and others under Ronald Reagan. It appears as though he is the process of switching everything over based on the mixed info I have found. I'm not sure how that works on Wikipedia but I do believe that's culprit behind the confusion. Since this person is called "Terry Allvord" in all the sources currently in the article, I suggest moving the page to that name. Unless there's opposition here (?) I'll probably go about that in a day or two. Justlettersandnumbers ( talk) 19:37, 13 April 2016 (UTC)
