As I understand it, a person with dual citizenship in the US and another country is not eligible for a security clearance. If this can be verified, it should be included. On the other hand, there are certainly foreign nationals (e.g. military officers from friendly countries) who have access to secret information. The opening line says "SCI Q Access" as if they're related. SCI is a DoD access program, Q clearance is DoE, so this statement is just nonsense. The sentence also mentions TS CAPs, but I've never heard of a TS exclusive CAP.
