Would "Shantung Question" be a more appropriate title for the article? Refusal to sign

Although Wellington V. Koo indeed held an important speech during the Paris Peace Conference denouncing the handing of Shandong to Japan, it was Lou Tseng-tsiang who led the Chinese delegation and it was ultimately his decision not to sign the Treaty of Versailles.
