I propose that Sebil (drinking water facility) be merged into Sebilj. I think that the content in the Sebil (drinking water facility) article can easily be explained in the context of Sebilj, and the Sebilj article is of a reasonable size in which the merging of Sebil (drinking water facility) will not cause any problems as far as article size or undue weight is concerned.
