According to latina.com, this album sold 22 million copies world-wide. [1] While the certifications don't allow it to be listed on the List of best-selling albums page, the figure should still be allowed to be stated on this page since the sales figure is from a reliable source.
RIAA's 7x Platinum certification of the ablum was made in 2000. RIAA doesn't automatically update certifications. The record label has to pay for RIAA to investigate the data to increase the certification.

So 2 million Europe sales, 7 million US sales, 1 million Canada sales and 1 million Japan sales are "certified" almost 20 years ago! It means 11 millions. The other certified such as Mexico, South Korea, Brazil & etc. would make almost another million too. So it has about 12 million certified units, not 11. And these datas are for 20 years ago. It is a famous album and the sales data hadn't been updated for 20 years. Actually you can visit the article list of best-selling albums and see the other songs' certified units. For example (What's the Story) Morning Glory? has certified 4 million US, 6 million Europe, 800,000 Canada & 560,000 Australia. It makes 11,3 million. The others are not notable, but we can say almost 12 million certified sales. This album's claimed sales are 22 million too. It was just an example. So is the problem just with Ricky Martin? If not, so most of other datas are wrong too. But they aren't!. Cause it's easy. The certifications are just incomplete and not updated for decades.
