"The Battle of the Toilets" Could this section be dated with a year? I predict it is in the 1960's. It's rather interesting but should include a year as to when it happend

Done, but I've noticed that in the passage from the report that the word Bye-Law has been changed to the more proper By-Law. I'm afraid that the original does say Bye-Law and it should really be kept like that (at least within the passage).
