While I was unable to verify the Chinese language sources, I did get hits on both JSTOR and Proquest by searching "Reorganization loan", enough that I was comfortable the article is legitimate. There is also mention of the loan in
Second Revolution (Republic of China),
Yuan Shikai and
History of the Republic of China. These events occurred and have been written about so I accepted the draft. However, I was not able to determine if the title is most appropriate, neutrality, etc.
