I see this Dab as such an exception among Dab'ns that i've done a number of things in creating it (converting from a Rdr) that i can't remember even tolerating, let alone doing myself, in years of Dab editing. I'm explaining these exceptions to
MoSDab at
WT:MOSDAB#The curious case of "Readmission of states", in order to elicit orderly discussion, and possibly better workarounds.

I've edited this to conform more closely to MOS:DAB and MOS:D. Two main points:
I would also note that this title could refer to any supranational organisation that has a concept of membership for states, particularly any in which one or more members have left and returned for any reason, for example the Commonwealth of Nations.
