In my opinion this entire article is in need of a rewrite. The paragraphs seem to be short and choppy and do not flow well at all. AlmostinDC ( talk) 22:20, 10 December 2008 (UTC) reply

Warranted?

Does "not warranted by law" mean that something has to be already banned to be a public nuisance (synonym of permitted) or that conduct required by law cannot also be a public nuisance in law (synonym of commanded)?
