This was marked for deletion as non-notable slang, which I'm contesting. While I agree that the slang is little-known, it became notable when used by Ricki Lee Jones. I've run across the question "what does PLP stand for" a number of times over the last 30 years (including my own quest to find the meaning), so it's useful for that reason.
