There is a substantial article at
Patriarch of Antioch that is taken to be the primary topic.
Patriarchate of Antioch redirects there. Thus, there is a disambiguation page at
Patriarchate of Antioch (disambiguation). I agree that this setup is not the best (although it has a certain logic). The case here is different because while we have pages analogous to the dab pages, we do not have any page analogous to Patriarch of Antioch for Jerusalem. Thus, the dab pages get the base names, since there is no need to put "(disambiguation)" there. Get it? The Antioch situation is like the Constantinople one (where
Ecumenical Patriarchate of Constantinople is taken as primary), except that in the case of Antioch it is the ancient undivided see (in essence) that gets primary treatment. Nobody has done that yet for Jerusalem. Again, I agree this setup is not the best. I disagree that it can be fixed simply by moving stuff around.

No. That's against Wikipedia policy. If "X" redirects to "X (disambiguation)", then in fact "X (disambiguation)" should just be moved to "X". You tried that. It failed (although I voted support).
