There seems to be a determined attempt to change the description of this locality from "town" to "city" but I can find no evidence it is anything like a city. I have reverted. Please cite reliable evidence for it being a city before making that change again. Dorsetonian ( talk) 18:02, 28 February 2018 (UTC)
The page is very similar indeed to http://palasakasibugga.cdma.ap.gov.in/en/about-us-76; that is an Indian government site that does not credit Wikipedia as it source so my presumption is that wikipedia has copied it, not the other way round.
In fact, Wikipedia has three articles on what appears to be the same subject: this one ( Palasa), plus Kasibugga and Palasa-Kasibugga Municipality. All three articles appear to claim a population of 57500 or so, and a size of either 32.75 or 42.54 km2 (they get changed from time to time, but the official government site for the municipality claims the lower size). So I think this page and Kasibugga should both simply redirect to Palasa-Kasibugga Municipality. Dorsetonian ( talk) 19:06, 19 March 2018 (UTC)
