Rebent, I'm a bit confused by your
. The northern two blocks of the Mall are indeed closed to vehicle traffic. Perhaps you were referring to the southern two blocks, which have reopened?

Two blocks are open and two blocks are closed. This does not mean that the mall "is closed to automotive traffic". I thought about saying something to the effect that a few blocks are open and a few are closed, but A) that is a little complicated for the opening line, and B) it's covered a few lines down.
