The article contains a good amount of information. To make it look like a wikipedia article, it needs to be formatted into sections (follow that link to see how to make sections). In particular, it needs to begin with a lead section which summarises the main points of the article. At the end it should have a References for the references to go in.

I'd agree with you that writing about your great grandfather doesn't necessarily cause a conflict of interest, but it could lead you conciously or subconciously to be biased towards him. Read Wikipedia:Conflict of interest, particularly the Close relationships section, to make sure you're aware of the issues. Regarding this article specifically, I'd say some statements are too complimentary towards Joe Kirby, eg. 'Kirby was tall, lean, hard working, independent and tough with incredible persistence in pursuit of justice.' or 'His legacy has lived on for many decades after his death, and continues even to this day.' This is an encyclopedia, so the tone should be factual and impartial; any statements like those should be backed up by independant sources or deleted.

Lastly, the article could be improved by adding wikilinks (links within the text to other wikipedia articles). Wikipedia:Cheatsheet tells you how. For example, Lawler, Iowa could be wikilinked.
