'Overseas Indians' indicate only those with Indian citizenship and not those with OCI/PIO cards.
WP:COMMONNAME: Indian diaspora is the commonly used term for all collective Indians/Indian diaspora and again, Overseas Indians is not used as such because of the aforementioned reason.
