Move to
Hubballi (film). Most sources either use the spelling "Hubli" or "Hubballi"; I've only found one source that uses "Hubbali" with just one L. Of the two major spellings, neither seems to hold a substantial enough majority to be considered the primary transliteration. Thus, based on
WP:NCINDIC, we should use a "simplified transliteration" – a term which the guideline page defines as an easy-to-read version of the formal transliteration, produced by convert[ing] the formal transliteration into a Latin form that complies with Latin phonemic rules. The original Kannada-script title of the film is ಹುಬ್ಬಳ್ಳಿ, so the simplified transliteration would be Hubballi, which (conveniently) is also one of the two most common names.
