First, the intro does not addresses an imporrtant issue of the changes in the government structure over time. What is more, it actually states the insignificant last year of the exisrence of the state. Formally this may be correct, but gives a wrong historical impression.
Second, the article is confusing the terms government and governance. In particular, it speaks of "three branches". Problems:
Third, it fails miserably to demonstrate the permeative power of the CPSU.
Fourth, the article is one big original research: it is based almost exclusively on primary sources, and as such, given the nature of the USSR, cannot give a balanced picture.
