While hunting for cover art for Galactic Empires I cam across the article on page 13 of
this issue of Computer Gaming World. It seems clear that they're the same game and should be merged. Tagging
User:BOZ because you've created many of these so you may have a better insight.

After reading that column, I went back and re-read the reviews from The Space Gamer for these two games, and I see that Tom Cleaver was indeed listed as the designer for both, and although the magazine did sometimes note that one game had a connection to a prior game, this time they did not. However, what you found clearly shows that the later game was a rewrite of the original, so I agree that they should be merged rather than treated separately. :)
