Emergency managers--which basically override local democracy--are very politically controversial in Michigan, and there is currently an effort underway to force the issue to be resolved by referendum. Michigan's "immediate effect" rules regarding state laws are also being employed in a politically contentious manner, although that's probably better discussed in another article. Long story short, Democrats and Republicans are acting as if there's a battle for the soul of democracy in Michigan, and that deserves coverage in this and other articles about recent Michigan policies. (Always being careful to maintain NPOV, of course.)
This article was the subject of an educational assignment in Spring 2015. Further details were available on the "Education Program:University of Michigan/SW 697 Social Work Practice with Community and Social Systems (Winter 2015)" page, which is now unavailable on the wiki. |

The GNATT image is problematic as it contains text as image. Also the GNATT image doesn't match sourced information in article. For example, Hamtramck was the original municipality that the financial emergency laws were made for, but Hamtramck in 1988 is not found to be under an EFM/EM in the image. Escorse (1988 cannot be as the law was wrting for Hamtramck) and the other 1990s are unsourced. Additional, consent agreement and transition advisory board status under financial emergency law are not currently indicated. Since, it is an image that makes it difficult to correct or update.
