I'm not familiar with the route, but what ultimately would make it have express lanes is if the express lanes have their own exits and entrances, separate from the main line. The main line serves local traffic and is what the express lanes detach from and return to. Unlike the Local-Express system, where the local lanes act as a very long collector/distributor road with traffic able to cross from local to express and back at several points. Shouldn't the Dulles Toll Road in Northern Virginia be included in this discussion? In the middle is an express lane that runs directly to Dulles Airport; the drivers in that lane do not have to pay tolls. Jzcrandall ( talk) 18:55, 21 September 2008 (UTC)
