I recognize http://www.trwnews.net is not a government site but the published document is an unaltered PDF of a government published EPA document, which is why the river watch people can also publish it without copyright concerns. Legacypac ( talk) 19:26, 24 February 2019 (UTC) reply

I dont know how many public domain sources were used, or what they were. @ Gabbypurcell: can you clarify what was copy pasted and from where, and what is your own words.--_ Pontificalibus 20:13, 24 February 2019 (UTC) reply
I found this page in the userspace of a long inactive user so I doubt we will get a response. The Earwig tool shows good parts of it (though not all) came from the EPA documents in the refs - the major one being the PDF republished by the trwnews site linked above. The editor melded copied material together with uniquely written material and formatted it all nicely. Legacypac ( talk) 20:19, 24 February 2019 (UTC) reply
I added a template but didn't associate it with any particular sources for now.-- Pontificalibus 20:58, 24 February 2019 (UTC) reply
