Not sure its the highest-elevation incorporated community. Canmore's page says its at 1350 metres and incorporated 1965, Banff 1463 metres incorporated 1990. unless Elkford limits go way up the mountain 1300 metres is lower than both those places. —Preceding

I agree, I think the distinctions for highest "whatever" are usually: building, permanently occupied building, settlement, town, and city, where the distinctions are:
