Loss, not profit

Does anyone have any information the copyright status of this film? It was published before 1964, and I can't find a copyright notice for it, which would make it public domain.

Assuming that it was published with a copyright notice, it would have needed to be renewed in 1978 to have remained in-copyright, but I can't find any evidence of a renewal.
