"Contaminants of emerging concern" is an important topic in the water quality (not air quality) research field, and this article currently does a poor job of describing it. "Hamperings" is not a useful technical, scientific or regulatory term. More rigorous language, descriptions and references are needed.
An overall re-write of this article would be helpful. Here's one example of a reference that could be cited:
