The below ground section you refer to is actually a drainage channel. It only needs to be on one side of the barrier, depending on the elevation and camber of the road.

There seems to be an incredible amount of very positive information here added by user Pushcreativity. Interestingly this is the only article Pushcreativity has edited or linked to. Also an image by a company called Britpave has been uploaded here by Pushcreativity. Britpave manufacture and install concrete step barriers, even maintaining a website http://www.concretebarrier.org.uk/ to advertise this.
