Charsk it is translation from Russian language. In kazakh language don't use -sk suffix. I think, when name of city translate from other language to english we have to use Kazakh name of toponym. For example, Omsk (Russian) - Omby (Kazakh). But we don't translate to english Omby.

Not really. We are using the name the town is best known in Englsh, which may be Russian, Kazakh, or anything else. See

This town located in Kazakhstan, and I think that, name of this town must be in Kazakh language, not in Russian. And
Alibek2030 correctly noted that in kazakh language don't use -sk suffix. Please, change the title of the article io the official name, that is Shar.--

Your argument would be valid in the Kazakh Wikipedia. In the English Wikipedia, the official name in Kazakh is irrelevant.--
