This article's description of the plot is wrong.
Two gasses were stolen code named "75" and "76". Separated they were harmless, but mixed together they formed a poison that killed in 2 ~ 3 minutes. The gasses were put in separate tanks made of flammable plastic. The tanks were placed in an empty apartment and fitted with a valve hooked up to a timer. At 5pm (?) in the afternoon when the president was due in the city, the timer would open the valves, mix the gas and it would float downtown, killing potentially thousands of people. San Diego was chosen because the air pollution would stay over the city and not move. Thus if gas were released into the atmosphere, it would stay over the city.
Plastic explosives were rolled through an old washing machine to thin them out, then coated around the tanks. When the tanks exploded they would remove evidence of the apartment and the tanks. —Preceding
