Each incident needs examining to see if it is notable enough for a stand alone article. WP:EVENT is the appropriate guideline to consult. Some incidents may justify a stand alone, while others may be best moved into a parent article - possibly the Babes in the Wood article, or the nearest location article. It may be that some incidents don't belong on Wikipedia in any format, and we should consider a deletion process. As an example the material in Babes in the Wood murders (Watton, Norfolk) is best placed in the The Babes in the Wood article; however, as the material is already there, no merge is required.
