The source cited does not say that the CPU conference at Lake Konstanz took place despite the beginning of the war merely that the delegates were on their way there as the war started. The article on the organisation states that the conference did not take place because of the war but cites the same source. Does anybody have an another source to resolve this ambiguity. Also the artricle on the organisation says that the CPU had al;ready been started in New York. Is this true?
