– Between the year, the number, the telephone number (see N11 code or 7-1-1), the international convenience store chain ( 7-Eleven), and a number of other things that have a title of "711" — there's no clear primary topic whatsoever (and if there was, it wouldn't be the year). (The pageviews of the surrounding years make that pretty clear.) The safest bet is to move the disambiguation page to the basename. Given that 311 had strong consensus to move (see Talk:AD 311#Requested move 8 May 2020), and 411, 911, and 111 were moved some time ago, it makes sense to follow suit.
