It might also be recorded in the Statutory Rules amending the Australian Military Regulations but this is just a guess. These are usually available through the Com Law website -
[3], unfortunately it doesn't seem to be working at the moment.

Com Law is back up but there was nothing in the SRs for 1971 or 1972. As a guess it wasn't a very good one it seems.
